I have heat in summer. As now when winter. The a.c. come on. Is that fuse problem?

When I turn on a.c. the heater comes. When I turn on heater , the a.c. comes on. Now the seat warmers on seat, hearted works.

What makes this problem better or worse?

Cold (ac) in winter. Heat in summer.
