check fuse and relay,then check the fuel pressure with a fuel pressure test gauge.
If fuse and relay are good but no or minimal fuel pressure at the rail and youre not sure if your pump is priming, it probably is not and unless VATS is ccutting power to your pump (Security light + no starter when keys is turned=VATS issue) odds are your pump is done. In the 4th gens theyre such a hollow tub you have to have your backseat pretty full of junk to muffle it out entirely. If you have a tendency to let your gas gauge go pretty close to E, I can almost guaranteed your pump is done. The gasoline keeps it cool so if youre running thelevel that far down then shes gettin hot & burning out. The tank is a wide tank and E is about 3 gallons left in a 15+gallon tank.
