power steering fluid has been flushed and replaced. Power steering belt looks ok. car is started and warmed before driving, but PS failure occurs at first complete stop within feet from house.

Replace the steering rack!.. Pretty common problem, more pronounced in cold temperatures... It'll get worse!!!! As long as car is in motion, it naturally steers easier, when stopped, that's when the power steering has to work a bit harder. The rack is gaulded inside!.. Now: the BEST fix is to replace the pump and hoses at the same time...trash from the worn rack has contaminated the rest of the system!.. There you go!!!
one more detail to be sure I'm in ballpark with you on steering rack....when power steering fails, can turn off and restart car and it works again. I've been told everything from power steering module, power steering pump, high pressure hose to replacing PS fluid with cold climate steering fluid. Thanks.
