Had to change the steering column, and the vehicle won't start ?

K we don't have the old key jerk lost it and that was the reason he tore it up ! My man got a resistor that meet the rage of the key four ! that's our number ! My man thinks it has to do with the loose red wire, but he doesn't know where the red wire goes too ! We found out that it could possibly be related to the fuel pump ! Shouldn't the vehicle still turn over ? It's not doing nothing when you turn it over ! Help what could be the reason why the vehicle is not turning over !
