Why would white smoke be coming out of tail pipe when going down the Interstate.

WHITE smoke (steam) from exhaust is indicative of engine coolant burning inside the cylinders .. Suggest checking coolant level and having combustion leak test performed... Check engine oil as well, may be discolored or overfull if mixed with coolant.
