vacuum actuator appears to have a full range of travel.no apparent vacuum leaks.I only have defrost and dash vents.when I switch the control dial to floor heat i can see the shaft on the actuator make a full range of motion as it defaults to defrost.what diagnosis should I perform next.

Check for full engine vacuum at idle going inside to the heater control - using vacuum gauge. IF low vacuum is the culprit - when accelerating or going uphill - air mode will divert to defrost every time. It doesn't take much of a vacuum leak at all to cause that. It is possible the problem is within the dash control.
