ABS at low speed is engaging , is it a dirty sensor ?

More likely a 'failed' sensor or wiring that requires scan test plus test drive while viewing scanner live ABS data to confirm which one of the sensors is the culprit... Usually one of the front wheel speed sensors or circuits is at fault... Also possible worn hub bearing caused the sensor failure... However that is normally 'preceded' by growling/roaring bearing noise at highway speeds.
