My clock goes on and off like a shortage is that an electrical issue?

ON and OFF , would be an OPEN or loose connection. A 'short' , would most likely cause a blown fuse , which , in that case the clock wouldn't come back on 'til the fuse was replaced....Yes it sounds like an electrical issue(unless it's an analog clock , in that case , you might need to wind it up!)
