I have to put my key in the shift release to move into Neutral. Then I start the ignition. This is typical. I'm not sure if this is what is making it difficult to fix the steering wheel, or if it's the frigid whether, or if it's the car.

There was past problems with the shifter on those, could be possibly not recognizing shifter is not in park, causing a shifter lock condition.
Is there anything I can do to fix this?
That would up to your abilities to remove the shifter. You might search YouTube for a video that will give you instructions. I haven't done one in 3 years. I would have to see one again. Cover comes off and bolts at the bottom I think.
