Where is the fuel filter for a 2000 Chevrolet Astro full size all wheel drive van

The in line fuel filter is located along the inside of the left frame rail, near where the evaporative emissions canister vent solenoid is located. However, I'd be shocked if the filter is causing your problem. Have you performed a fuel pressure test? What was the result?
