My engine shut off and I lost the abillity to steer it,is that normal?

Hello, if this is an Astro Van, it has hydraulic power steering. The wheel will turn -- albeit with great effort - even if the vehicle stalls. If you have a different year and model vehicle, please indicate that. But I have no explanation for what you are speaking of for a 1995 Astro Van. You'll need to have the vehicle checked out hands on, before driving it again.

IF the engine stalls you will certainly loose ‘power assisted’ steering and the steering wheel will be difficult to turn - BUT - will NOT loose the ability to turn the wheels at all.
