No SES light but code 1860 will it pass smog

Not a difficult repair for a professional so expenditure shouldn’t be excessive. Transmission torque converter solenoid isn’t functioning properly - usually the solenoid is binding inside and replacement is required. Without the solenoid function the transmission torque converter is not locking into final drive position and you’re wasting fuel I can’t predict whether it will pass CA smog test or not - I’m in Virginia. However I do recommend having this issue corrected in any event. Good luck!
