OK, here is the law. It is *federally* illegal to tamper with emissions equipment. You can't subtract OR add to the number of catalytic converters originally installed in the vehicle. Stupid, but that is the EPA law, punishable with a $2500 fine or more, even you as the individual! Which is why most shops will NEVER agree to do a converter-less exhaust on the phone, so they don't get caught and fined. Some states do emissions visual inspections, others test the emissions output, and others hook their computer up to your car computer (if possible) to make sure there have been no failures. Obviously if there is no visual inspection, you aren't going to get caught. It's still illegal, but if you don't get caught? probably want get caught,although ask the muffler shop is your car going to pass your states emissions test if you have emissions testing, 100%!
