That’s not all that unusual.. It happens. However vehicle should only move slightly before the parking pawl locks into the next locking position to prevent further movement. Torque can momentarily be applied to transmission upon start up even when in park ..

In any case - it is good practice for the operator to have the brake pedal depressed.
