On a lot of GM cars the water bypass is through the heater core, as the heater coil is always hot. Feel in and out lines of heater hoses and see if they feel hot, if not heater core could be blocked. Once engine is hot the thermostat should open and you can feel top hose getting hot. And water should then be circulating through radiator. Like mentioned, it could be a bad water pump too.
I pressured tested, slow leak small crack in cooland recovery tank, with pressure at 15 pds and leaving pressure on car didn't overheat also heather worked but take pressure test off same thing over heats also no hot upper radiator hose
