hiigh beams will not come on, no power at fuses

What is your question?

Low beams work. When I turn on the high beam the dash ligh indicator comes on. but no power on either 10 Amp fuse. Bulbs are good.

Are you testing fuses with headlights ON ?

There will be no power on fuses with headlights OFF ! Test for battery power AND ground at the HIGH BEAM light bulb wire connector.
