when going up or down steep inclines where you have to hold the brake or sudden pressure it seems to grab or pulsate have had it checked at least 4 times and they say pads and rotors are good its getting very monotous what do you think

Been checked at least 4 times? Visual inspection only , or did it get test driven under the correct conditions to duplicate the symptoms you describe? Does the steering wheel shake , or the whole vehicle? Simple visual check will not indicate warped rotors , just general wear conditions , although signs of 'hotspots' would tend to increase the likely hood.
Change the rotors , there cheep anyways
