How can i turn off the anti theft on my 96 cadillac deville concours

We tried to change out the radio on my car the idiot cut all the wires and did not disconect the battery so now my anti theft wont go off i tried the turning on tge key thing ive tried just about all i can i dont have the money to fix it and i cant get a ride to get anything to try and fix it please help me
