having trouble with my low beems both shut off same time only one bad how do fix

The high beems work but will not stay on u have to hold them. The low beems I'm having trouble with they won't turn back on. When they went out both did at the same time but only the passengers side burnt up. An I have replaced it all ready. How do I fix this where is the problem? ?
