My 2007 Cadillac ct s windshield wipers won't turn off in the off position

I tried every position and they still won't turn off. I took the fuse out to turn them off

What makes this problem better or worse?

Recommend professional scan test - body control module - live functional data. Can see if switch is actually operating correctly - or not.
