Car will not go more than 5 miles per hour?

There are many different things that can cause this "symptom" of not going over 5 miles per hour. Does the engine run strong and RPM's high, if so this would potentially indicate a transmission or drive line problem. If the engine will barely run and has no power that would be an engine problem.
