'98 Buick Riviera, no dash lights, fuses ok, how do I fix this?

no dash lights. everything else works, incuding warning lights.

Highly recommend *TESTING* all fuses using a test light - the link below is to a video that will show you how - this testing takes about 8 minutes. https://www.youtube.com/watch?v=NGgL0-NpiSA Then and only then can you say the fuses are good!
