My ac will not blow out the air sometimes it lightly does. What is the problem

What is your question?

When i turn the ac on i can hear it sound like its trying but never kicks in. It was working half the time but has quit running all together but at times i can hold my hand in front of the vent and its blowing very lightly

How long has your 1998 Buick LeSabre had this problem?
