Vehicle has Auto Temp Control. Blower will change speeds but will not turn off completely. Circuit has 30 amp fuse but no relay. Is problem in control panel or blower motor resistor ?

Could possibly be the blower resistor. You may want to call a local shop to actually diagnose the issue before buying parts, but that is a common failure point.
In addition, 'some' of these vehicles were equipped with a blower OFF relay - under hood mounted on passenger side, upper firewall at the 'multi relay pack' - strip.. However I can't recall exactly which position it's in ---- which one of the relays it is... Just a thought.
There are only 4 relays in that fuse/relay center. My mechanic and I pulled all 4 of them, 1 at a time and none of them killed power to the blower! Thanks !
You didn't find any relays on the passenger side firewall? .. Possibly under a flexible plastic cover? .. I may be mistaken, just going by memory here and that is questionable these days! .. According to the better half anyway..... It just seems like a circuit feed relay is not turning off... Good luck and Merry Christmas!
