My 1990 Buick has 98,000 miles on it. Should I change the trans. fluid on it?

Better late then never, should be done around 35,000miles regularly. As long as the transmission is working fine, it would be a great idea for prolonged life. It's great that you asked, because many folks will not consider doing it until they start having trouble, and sometimes it's to late.
