Electronic power steering does not work on cold mornings 2013 buick encore

Ive had a few cold.mornings where i cannot use car due to cold weather but im.in florida then it gets warmer when sun hits car and the power steering light goes away and i am.able to use car. Its electronic power steering , i cannot find answers online. And there are no noises just the "SRRVICE power steering light"
What makes this problem better or worse?
Better when day warma up but i have not had freezing weather during day yet
