My Driver Instrument Control shows also low mph but even that doesn't sound right. It has been back to dealer several times and cannot find anything. Highway is 17, 18. I have used a loaner for a day and the DIC shows the mpg going up and down as I drive. My car doesn't do that -- shouldn't it? Could there be something wrong with a component even though a "light" isn't on at the dash? I calculate my receipts at the pump as well each time I fill up. I am ready to look for another car if this can't be fixed. Any help you are you able to offer is very much appreciated. Thank you.

JUST to help clarify , what percentage of your driving is 'highway'( STEADY speeds above 55MPH) -----just in case--- out of a thousand miles if you only drive 150 miles on highway (assuming no traffic jam) then that would be '15%') , that in itself would drastically lower your MPG -------then IF your 'city' driving is mostly 'stop&go' rush-hour traffic , well , then I'd say you're doing pretty good.
Thank you for your reply. Yes, most of it is stop and go as my office and my daughter's school is within a few miles of one another. I don't expect to get great mileage but I do expect to get at least 14. I have spoken with other owners that I see and they, too, are surprised as they get 16, 17. They are city drivers as well. I don't leave the car idling for 45 minutes as one owner told me she did. I had a Nissan Murano for ten years and it got 15. My driving and routes are the same now. I am not a lead foot. My highway is probably 20% at a speed of 80. My other routes are about 20 minutes (non thruway) at speeds of 45 - 50. That is 4 or five times per tank. I have gone on the thruway when close to empty and stepped on it to clear out the gunk as someone suggested. The indicator on the DIC moved up and down accordingly as I drove the loaner; my car does not move as I drive. Do you know what else a technician can look at even though the computer diagnostics doesn't pick up? Thank you for your help.
No , I don't have any more to offer , sorry. I would hope a BUICK tech would be more knowledgeable about their own product than me(Honda)patience and persistence will hopefully pay off. Have your regular services done with them (the dealer) , if you don't already. Keep records and hopefully something will show up along the way , that will help them figure it out. Good luck.
