dash lights came on and then dimmed to no light

2003 Buick 3.1L while starting the car at night panel dash lights came on and then dimmed to no light. This has happened 3 times now, then there are no dash lights. This also includes the A/C panel and controls on the radio, although The shift selector and the odometer light is on along with the clock and radio station light is at a dim level. Is there a dimmer control unit that has gone bad? Where would I look?
