What is your question?
window does not appear to get power. I have replaced motor, regulator, and electrical box. I checked a power wire (red with a purple stripe) and I'm only getting 4 volts. Other windows have 12 volts, I checked at the door hinges. I checked all the fuses at the back near the battery and also in glove compartment and they are all ok. Not sure if there is a relay. Any help is appreciated. It started when the regulator was making noise and I replaced it, the window worked but when I tried to program it, it stopped working. So I replaced the motor and the white box where all the connection are. Thank you in advance.

You may need to get assistance from a professional BMW experienced technician who has BMW diagnostic tools at his/her disposal. When you replaced parts, did you replace with original equipment BMW parts? Another modest thought without any bearing on evidence - your master window switch can sometimes influence failures at other windows. Since the concern happened only after replacing that regulator, it seems to be something in the procedure to replace the regulator itself that has caused the problem, or the quality of parts used, or a proprietary programming procedure.
Since this has occurred following your repair: Just to be 100% sure this is not the result of a failed fuse - highly recommend Testing each and every fuse you can find about the vehicle - using a 12 volt test light with key on.. You'd be surprised how many of these electrical problems i have solved this way! Many times one fuse actually fees another fused circuit that seems irrelevant to the accessory in question - so it is beneficial to assume nothing!
Yes - it is possible to get a voltage drop reading with an open fuse.!
