The way I go about this is to hook up a fuel pressure gauge and a high quality scan tool to check all related COLD start related engine parameters.. That is the only way I know of to actually find the problem without a lot of guessing - which usually leads to unnecessary parts replacement .. Scanner can read COLD engine temperature then compare it to ambient temp to check CTS. .. Fuel 'pressure' also is an important test. There doesn't have to be any trouble codes present to do a successful scan test.
