It will not turn over the battery has full power and can't get it out of park

Hi it sounds like a could be a starter problem or starter relay issue, have you tried putting a jumper on the battery? How do you know it has full power, the starting system has to have a fully charged battery to function the way it should, also if your battery is low it would also not let you get it out of park.
