Key gotta turn BEFORE dash lights will turn on. Grasp steering wheel with left hand - ‘forcefully’ rock steering wheel back and forth while turning key with right hand.

The steering wheel lock mechanism has likely got everything bound up - rocking steering wheel should free up lock and allow key to turn.
