it has a cover over it and there is a strange noise coming from it. sounds like a ticking noise but almost like a water noise . car wasn't even running

All kinds of weird noises can be heard under hood in the engine bay when an engine has been running and then turned off .. Most likely just various components cooling down.. IF concerned, can always have a tech check it out for in this case, 'vehicle presence' is definitely required to confirm source of noise!
