'IF' the engine *CAN BE ROTATED* by hand (manually) using proper tools ... Suspect poor battery cable connections or insufficient voltage/current to the starter motor... Possibly a defective replacement starter... It is not uncommon to get defective parts! .. 'IF' the engine *CAN-NOT BE ROTATED* manually .. That's a 'much' bigger problem!
