Power steering stuck (2009 TSX)

Power steering is being stuck (2009 TSX) some times, and if you drive for some distance, and restart, and then light goes off. Not sure why this is happening. I want to know if this is EPS issue or the Rack and Pinion issue. (Note that dealer changed EPS recently, and i got the rack and pinion changed by local auto shop). Now the issue is both of them are claiming the issue is others
