A 2007 TL, with 128k, power steer is tight at stop or low speed, there is some oil near o-ring (near the belt). Just had the regular B1 service, dealer suggested to replace all power steer rack, cost ~$2.2k. How I know it is needed? or can do a fix myself?

Flush the power steering system and clean it up and see what happens.
Typically no way to repair. I would guess it has a leak. Price sound about $1,000 high to me.
Is the fluid in the reservoir getting air (foamy brown) in it and is the pump sounding noisy all the time? More probable on that would be a faulty pump. Pump can be tested for proper pressure. ...IF the O-ring you are talking about is the one on the pump inlet (large hose from reservoir goes to it) , then yes that is also a very common cause of problems on those. Be sure to have the front end raised to ease purging the air out of system.
Thanks! The fluid was dirty and low according to dealer. But while I moved the steer around while the engine is on this afternoon, I did not see air in the reservoir. Yes, we are talked about the same O-ring. I like to replace it first, see if it helps, before visit another dealer. Otherwise, hope it is only a fault pump, which cost much less.
