Why is tempature gauge showing overheating immediately when its idling

What is your question?

Or after I drive on freeway it cools down then I drive on town streets at 35 to 40 mpH ,it starts overheating again,or the temp gauge needle starts to climb towards H. 1/4" from the H mark.

What makes this problem better or worse?
