Or after I drive on freeway it cools down then I drive on town streets at 35 to 40 mpH ,it starts overheating again,or the temp gauge needle starts to climb towards H. 1/4" from the H mark.
What makes this problem better or worse?

Experience has proven to me that this is the result of insufficient air flow into the engine bay - unless driving at highway speeds - at which time ‘ram air’ is providing the necessary cooling. Experience has also proven this is usually the result of a malfunctioning radiator cooling fan or airflow restrictions.
*Hands-on* testing by EXPERIENCED personnel will be required. Good luck finding that!
