When I turn the heater on it makes a roaring sound and then it stops.

Usually he doesn't make the noise till I drive. If I just turn the heater on to warm up the motor it doesn't make that sound till I start driving. Also, part of my heater for my seat works and the actual seat itself stopped working what could be wrong. Thanks for your help
