fans wont come on when warm

I have a integra 1994 LS. manual. New radatior fluid....246000. Orig owner. Fans come on with air, but when ideling the car is running more warm., and smells hot. It normally runs at 1/4 heat gauge. Now almost 1/2. Cools down with air, or driving constant speed. I have newer radiator, and had new belt/water pump at 190,000. What is most likely wrong??? It also had new heater about 20,000 miles ago...and new coil.......Thanks belinda
