My turn signals wont work dont light up inside my car or outside .. Doesnt click either.. My hazards work and everything else on my switch works .. Bulbs and fuses seem to be fine .. Maybe a loose wire or something?

Also my horn was stuck on the other day someone had to unplug it under my hood .. Wasnt an alarm it was my actual horn
You could -- maybe -- have an issue with the clockspring, or sliding contact in the steering wheel that powers the steering wheel accessories like the horn switch. This may or may not be related to your signal issue, but since both are staying "on" all the time, it sounds like you might have a related concern. Testing is required.
FIRST > Replace the turn signal fuse !! .... Horn pad/airbag more than likely needs to be replaced .. Testing is required to confirm > Someone with the necessary skills can remove the horn pad/airbag assembly from steering wheel - then reconnect horn - IF horn DOES NOT sound now - then obviously the problem is ~ ~ ~ 'Turn signals' have a designated fuse! .. Horn pad switch failure for the 90's Buicks are not that uncommon! .. Post results for more information on alternative horn switch... (IF desired) Useful info > Don't see a location .. The climate in which vehicle is kept makes a difference in reference to horn pad/switch failure.
