parking brake fully down but car won't stop

What is your question?

Hello, install new brake pads and rotors, but now when the parking emergency brake is fully depressed the car does not stop, keeps rolling. It used to work fine before the brake pads and rotors were replaced. Thank you for your assistance.

What makes this problem better or worse?

emergency brake does not work.
