P 2015 INTAKE MANIFOLD FLAP POSITION SENSOR FAULT IMPROBABLE

I have this fault code on my tiguan TSI i have changed the intake manifold and the sensor with all carbon cleaning, injectors seals,and the fault still coming out. Any suggestion to resolve this fault, the car is lack of power and there is no check engine light on the dashboard. thanks Desperate Driver
