My car wont pass the smog it says obd fuel obd catalyst obd evap not completed

I agree with stevieray1. It looks like a) the battery was disconnected; b) the computer codes were erased (by a mechanic, I presume after doing some work on the car). Either way, it means you haven't driven the car long enough for the computer to check all the sensors. Just drive the car longer; usually 2-4 days of driving at various speeds (interstate and city driving) should give time to the computer to check all the sensors and the "not completed" errors will clear themselves.
