My car won't crank it turns but won't start. Could it be my starter?

you said your car wont crank,but turns,but wont start.no crank means the engine is not turning over!no crank,no start? crank,but no start?explain!and if you have an oil leak,and oil is getting all over/in starter,(starter dont like oil)is the engine spinning over?
