don't add water to coolant..add coolant to lost coolant for the correct mixture..oil change has nothing to do with your problem unless whoever changed the oil didn't fill it back up with oil after it was drained out,and the engine is locked up.does it have oil in the engine?car won't start or car won't crank the engine? just because the lights come on don't mean the battery is not bad..takes nothing to turn the lights on,takes a lot from the battery to crank the engine over.you really need to start testing things, and quit listening to people saying you need to buy an engine, because they have no clue what you need..have you tried turning the engine manually? has the starter been tested for a signal/voltage from the ignition switch?
