Blower motor was making a whistling noise and it has stopped working. Mechanic said I need to replace both the motor and the resister. He was able to by pass something and make the blower works and blow low heat. Why would I need a new blower if its still blower air? I can understand replacing the resister. Can you clarify for the blower motor?

Without checking it myself, normally the blower will cause the resistor to fail by amp draw on the resistor, and causing it to overheat, thus in replacing the motor will help eliminate the issue of the resistor failure.
Ok and thank you for responding. He said the same thing, but I just wanted to get a second opinion to make sure. I am on a tight budget and not working so I cant give unnecessary money away. Again thank you for the clarification.
