I've changed out just about everything on this car; radiator, thermostat, oil sensor, head gaskets, and had a coolant flush. Car hasn't overheated in months, but today I was in idle for about 15 mins at a drivethru and the heat sensor rose from normal to in the red. I was close to home, shut off my car without it overheating. The fans were not on and the overflow tank was boiling and very hot. Do these cars have fans that run even when the car is off to cool down the car? My old car did but this one didn't. In fact I never heard the fans come on. Could it just be a blown fan fuse?

Yes it has a fuse, but the operation is not as simple as that. The PCM controls the on and of switch signal to the relay, and why didn't the PCM turn the fans on during the overheating. Check the fuse and check the fans directly to ensure they are good and functioning. If they do work with direct power and ground, then the circuit would have to be verified.
