The fans motors may be inoperative. The relay could be faulty.. The information that commands the fans from the processor could be in error. Testing will be required. The use of a diagnostic tool to monitor data and command functions is helpful.
These fans do not “turn on” UNTIL the air conditioning is active OR the engine has reached a predetermined temperature.. It is not unusual for the fans NOT be operating each time they are observed. Now - according to the engine TEMPERATURE GAUGE - is the engine overheating ?
IF a cooling fan problem is present - over-heating would be more pronounced while vehicle is stopped / engine idling for extended period of time - as in sitting at traffic lights or in stop and go traffic ... Fast food drive through, etc.. Monitor engine TEMPERATURE GAUGE! Good luck!
