How to tell if the wiper relay is bad or if the motor is bad?

When I first turned them on, both were working. The left side was moving slower than the right, and was catching on the right side as it went down. The second time they went up, they both stuck for a second then went back down, the third time, they went up and got stuck, and I had to manually push them down. After that when I hit the switch, no movement at all! Please help. Will I need to replace the window wiper fuse, relay or motor?
