how to get the air out of the system after I replaced the radiator the heater does not work

i have been working on this problem for over a week now. The car was loosing coolant and the heater was not working,so I relpaced the radiator, thermostat and radiator cap. Drove the car and the heater still does not work and the temp gauge goes up to hot, thus let it cool down. Drained the system, radiator, side block valves, Then purchased a vacuum fill system, pulled down to 25 inch pounds of vac and refiled using the vac system to do it. Car went further than befor but the heater still does not work and gets red hot like there is air traped in the upper portion of the block. Have been removing the two plugs up on top in the back on the heater lines and filled from there still no luck please help.
What makes this problem better or worse?
